PARAMOUNT - Project

Overview:

PARAMOUNT (= Public Safety & Commmercial Info-Mobility Applications & Services in the Mountains)  is a shared costs project supported by the IST programme (5th Frame Programme, Cross Programme Action 3) at the European Commission. 

 

The project's main objective is the development of a user-friendly info-mobility service prototype for mountain hikers in the Alps and Pyrenees by combining technologies from the fields of Telecommunications (GPRS) and Satellite Navigation (GPS) with Geoinformation

A mobile digital TourGuide with wireless online-connection to the PARAMOUNT servers (via General Packet Radio Service GPRS) enables the hiker to use a wide range of services and features within the three components INFO-, SAFE- and DATATOUR

Service Contents:

INFOTOUR    

This service component provides various local information as well as navigation functionalities to the user, e.g. 

Download and visualization of appropriate maps for the user's surroundings & overlay of the user's position on the map

Providing Points of Interest (POI) like e.g. mountain summits, huts, transportation facilities & further attribute information

Offering online-routing and guidance assistance to the hiker

Server-generated 3D views of the user's surrounding

Providing further information like avalanche prediction or weather forecast

 

SAFETOUR

In addition to the information described above this service component comprises some safety relevant features:

Offering safety-increasing functionality to the hiker like tracking of the user (e.g. in critical terrain), sending an emergency call  (incl. position) to the mountain rescue authorities

Supporting the SAR (Search-and-Rescue) missions with special featured TourGuide hardware/software and a 'SAR Centre Client' mission control panel

 

DATATOUR

This component directly involves willing PARAMOUNT users in the data acquisition and maintaining process:

Semi-automatic update/completion of the service database using logged data and information input from dedicated hikers

 

Work Plan:

The PARAMOUNT work plan includes the following activities:

  • Definition of specific user requirements 

  • Analysis of the GNSS/GMTS/GIS availability in the region of the Alps and Pyrenees
  • Design, development and integration of the server and client architecture
  • System- / service test and evaluation 
  • Preparation of a commercially operable service in dedicated areas

PARAMOUNT milestones are:

  • M1 (after 3 months):        Results of feasibility analysis comprising availability of GNSS/GMTS signals and appropriate GIS data
  • M2 (after 5 months):        Definition of Services & System Architecture
  • M3 (after 14 months):      PARAMOUNT Prototype with software
  • M4 (after 21 months):   Successful demonstration of Final Prototype / Final Report 

PARAMOUNT Kick-Off was on 01/Feb/2002. The project has been successfully finished in November 2003.
